Edward Barca is the Acting Director of Finance of the Pittsburgh Water and Sewer Authority ("PWSA"). Appointed in 2018, he is responsible for the creation, implementation, and monitoring of the annual operating budget and the five-year capital improvement plan. He also manages the PWSA's cash and liquidity, debt portfolio, and the development of financial projections.
Mr. Barca's most recent position was the Assistant Director of Finance for the City of Pittsburgh. He oversaw the City's debt portfolio, revenue forecasting, pension administration, and revenue billing and collection activities. Prior to working for the City of Pittsburgh, he worked in financial planning and client services roles with various financial institutions.
Mr. Barca holds a BS in Finance from Mercyhurst University and a MS in Finance from Colorado State University - Global.
Rachel Romano is the Senior Manager, Finance/Controller at the Pittsburgh Water and Sewer Authority (“PWSA”). Ms. Romano started at the PWSA in 2005, and has held different positions in the Finance department over the years. Ms. Romano is responsible for accounting activity at the PWSA, including coordinating the annual financial audit, overseeing accounts payable, and financial reporting.
Ms. Romano holds a BS in Business Administration from the University of Pittsburgh and an MBA from Point Park University.
John Potanko is the Program Manager – Capital Projects of the Pittsburgh Water and Sewage Authority (“PWSA”). Appointed in 2020, he assists in planning and coordinating activities for evaluating and monitoring the status of the annual budget and reviews, analyzes, and monitors the fiscal operations and status of assigned operating and capital projects and expenses.
Mr. Potanko’s most recent position was Finance Director, Global Treasury for Westinghouse Air Brake Technologies Corporation (Wabtec). He oversaw Wabtec’s global treasury department focusing on the liquidity of the company.
Mr. Potanko holds a BS from Elon University, a MS Environmental Science and Management from Duquesne University, and an MBA from Duquesne University
