Edward Barca is the Director of Finance of the Pittsburgh Water and Sewer Authority ("PWSA"). Appointed in 2018, he is responsible for the creation, implementation, and monitoring of the annual operating budget and the five-year capital improvement plan. He also manages the PWSA's cash and liquidity, debt portfolio, and the development of financial projections.
Mr. Barca's most recent position was the Assistant Director of Finance for the City of Pittsburgh. He oversaw the City's debt portfolio, revenue forecasting, pension administration, and revenue billing and collection activities. Prior to working for the City of Pittsburgh, he worked in financial planning and client services roles with various financial institutions.
Mr. Barca holds a BS in Finance from Mercyhurst University and a MS in Finance from Colorado State University - Global.
Kevin Pawlos is the Deputy Director of Finance for the Pittsburgh Water and Sewer Authority (“PWSA”). He joined the PWSA team in January of 2022 and is responsible for the creation, implementation, and monitoring of the annual operating budget and the five-year capital improvement plan. He also assists with PWSA’s debt portfolio and development of financial projections.
Mr. Pawlos’ most recent position was the Director of the Office of Management and Budget for the City of Pittsburgh. As Director, he was responsible for the City’s annual operating budget, six-year capital improvement plan, revenue forecasting, fleet management, grants program, procurement, and Community Development Block Grant (CDBG) program.
Mr. Pawlos holds a BS in Business Administration from Youngstown State University.
Rachel Romano is the Senior Manager, Finance/Controller at the Pittsburgh Water and Sewer Authority (“PWSA”). Ms. Romano started at the PWSA in 2005, and has held different positions in the Finance department over the years. Ms. Romano is responsible for accounting activity at the PWSA, including coordinating the annual financial audit, overseeing accounts payable, and financial reporting.
Ms. Romano holds a BS in Business Administration from the University of Pittsburgh and an MBA from Point Park University.
